I have recently become aware that people are buying sealed $25 boxes of pennies on Ebay for around and often over $25 + $15.95 S&H...Why would anyone pay that much for something you can get for free? Getting pennies is the easy part...

Might not be a US customer.
A Euro 10 cent piece which costs about 13 cents US to acquire, only has 3.65 grams worth of copper (and some aluminum and zinc)
Which makes a US or Canadian copper penny an extreme bargain by a factor of 10x, even with shipping.

But you can't export pennies in bulk like that... Can you?

For commerce there is a $5 limit, for "numismatic" purposes $100.
So one box of nickels or four boxes of pennies at a time. Its worthy to note that the maximum export on US pennies was $1 from 1972 to 1974 (copper shortage years)
