Today a sales rep brought in three rolls of Canadian CRW from BC to give to Franklin to sort they were all copper ones. Are the rates always that great for Canadian CWR.

No, I average a bit below 50%. But here in Québec, all rolls are CWRs. They use CWRs to make the boxes they sell to me. I have never encountered a machine-wrapped or mint-wrapped penny roll.
Common sense should prevail if not, misery will.
