It does look like a large date, but it's NGC graded. One would hope they can tell the difference.
From hence ye beauties undeceived, know one false step is ne'er retrieved
and be with caution bold.
Not all that tempts your wandering eyes and heedless hearts is lawful prize,
nor all that glistens gold.

Thanks for the link. I've heard of them being graded incorrectly. The 7's position relative to the 9 & 0 and the 9's tail indicate a large date to me. However, the 7 does lack that tell-tale "ridge" of a large date. (from: http://www.thecentproject.com/sort1970.php

I think by this measure (The easiest way to tell the difference is to look at the 9. If the loop of the 9 bends sharply toward the 7, it
is a small date. If the loop of the 9 is angled toward the top of the mintmark, it is a large date. The nine
in the small date is also "wider" looking than the 9 in the large date.)...it's a large date. Just my two cents.

That looks like a large date to me. Here is another RC link where I discussed this with the OP as well. Too bad the Feebay seller doesn't have a better shot of LIBERTY.
