Great question! I don't know the answer for sure. However, I suspect that
the PCGS computer system requires their staff to enter a "color" code for
all CENT coins--RD for red, RB for red-brown, and BN for brown--and this IS
a cent coin, after all, even if minted on a nickel planchet. I'm grateful,
at least, that the online cert verification system indicates the "E" for
"error." The cert verification for the other error coin that I have on
eBay now did not indicate the "E," and PCGS made me mail the coin back to
them in order for them to update their website. (My photos apparently were
not enough for them to make the change.) The process took three months.
Or was it four? Anyway, thanks for your question and for your interest.
