foreign silver in my bag of pennies

I picked up a bag of pennies last week. I found this in the bag. Can anyone help identify it? I believe that it is silver by the sound.
I have a standard edition of world coins 1981, but could not narrow it down. Hints on how to do it would be helpful as well.

Saudi Arabia 2.8 grams
1/4 Riyal??

Yeah, haven't checked a book but seeing those crossed swords made me think of Saudi Arabia too. Great find!
