It looks like the clad layer got ripped off by the machine. The layer appears to be sitting directly above the quarter.

Here is the close up. I should add the the coin counter was broken when we got there the rubber paddle that spin had came loose. The CU went to the back and got a tool box and let us fix it. That is when Franklin found the quarter in the cup in the counter. It funny that some banks and CU treat the counters like Fort Knox and others not as that she left it open when she went to the backroom and let us work on it. At other banks we have been told please step back when they are changing bags.
This is the type of counter it was in.

Interesting find on the wheat cent! Is that canadian dime in the lower right corner silver? Sure looks it.
