Step one: read jerry d young's story NEIGHBORS. This helps create ideas on organizing the hood.
step two: hold neighborhood watch meetings.
step three: organize emergency preparedness classes including cert.
step four: have neighbors offer one hour classes on canning candle making soap making and gardening, etc...
Step five: encourage everyone to get their water barrels from city for one dollar.

yesterday i enjoyed a red cross disaster training class held for CERT graduates. the class is titled PSYCHOLOGICAL FIRST AID. it's a continuation course, with no expiration date on it. i received a certificate for 3.5 hours of class and a red cross card as well.
