DARPA is quite real, the forerunners to many technological advances have been developed there.

Of course. Although the article is mostly crap. But DARPA has been around forever in various names. It was called ARPA for awhile without the D, and they were the funding agency behind the development of the internet, which started as arpanet. The "web" was NOT invented by them (nor by Al Gore), but by the Swiss/Euro CERN physics research lab, but the web could not exist without arpanet - it started as a layer on top of arpanet, before it was extended beyond defense and research into the commercial world and renamed the internet.

I believe they are one of the reasons we have not seen any major advancement in technology usage for the public sector in the last 30 years or so. Everything they develop that is truly groundbreaking is marked as a National Security Project and classified for another 75 years or so.

They are the ones responsible for HAARP and other niceties.

I'm sure MIT and others were involved because they and many other research institutes receive a lot of funding from them. Darpa doesn't do the work; they decide on the projects and manage them. Others do the work.

What's wrong with HAARP? Interesting stuff.

Ever see the movie "Universal Soldier" with Jean Claude Van Damne? "Soldier" with Kirk Russell? Numerous Star Trek episodes? The concept has been around for a long time.

I was thinking more along the lines of Terminator with cyborgs and the like. Well as they say truth is stranger than fiction.
